GENERAL DESCRIPTION OF WORK: This position manages the staff, projects and collections of the Library Services unit within the Wyoming State Library. Duties include directing staff in building, accessing and maintaining specialized collections, leading statewide programs for the collection and dissemination of state and federal information, developing value-added electronic products, and designing products and services which support state government information projects.
ESSENTIAL FUNCTIONS: Effectively analyze programs and practices of the Information Services unit to ensure collections, access, projects, statewide initiatives and technologies successfully address the agency mission. Effectively lead and participate in statewide projects that improve the development and delivery of governmental information to libraries and residents of the state. Continually evaluate and improve services, value-added products and research environment to meet information needs of state government employees. Conduct government employee and librarian training sessions in accessing and using agency print and electronic resources, tools and products via webinars and workshops. Introduce creative projects that integrate existing disparate information sources on Wyoming into valuable online information tools (e.g. wikis, mash-ups). Effectively represent the agency at state, regional and national events related to state and federal government information access. Ensure assigned staff effectively and efficiently perform tasks and duties using library technologies available on their desktop. Participate in planning with the state librarian and division managers to develop and carry out strategic and organizational goals. Regularly develop and manage a working budget for collection development and access, the information commons, and new technologies related to Information Services.
KNOWLEDGE AND SKILLS: Knowledge of principles of library science related to public and technical services, knowledge of federal and state depository systems, knowledge of library technologies including integrated library systems, OCLC and metadata. Skill in supervision, planning, communications and managing multiple priorities.
MINIMUM QUALIFICATIONS: Any combination of training and experience equivalent to a master's degree in library science, PLUS four years of professional work experience as a librarian.

Job Summary
Coordinate the planning, development, implementation and support of information technologies in support of the librarys users in addition to serving at the Reference Desk and participating in library instructional activities.
Essential Duties and Responsibilities include the following. Related duties may be assigned:
Manage the library's networked services and information systems, including the integrated library system (Voyager), open URL services (SFX), and federated search system (Metalib).
Maintain and enhance the content of the librarys web pages in conjunction with the college's Marketing Department.
Act as liaison between the library and the colleges Information Technology Department, especially in regard to the librarys server and interfaces between the library and the college network.
Provide reference service at the information desk during assigned hours.
Provide instruction in library use.
Prepare bibliographies as requested.
Serve as liaison to college faculty in assigned areas.
Compile appropriate statistics on the librarys information technologies for annual reports and other documents.
Provide library online services to distance education.
Provide online study guides.
Make budgetary, personnel, and related administrative recommendations to the library director as requested.
Recommend and participate in implementing technologies in support of the library's digital collections (e-books, interlibrary loan, e-journals, databases, etc.).
Attend and participate in professional conferences.

Minimum Qualifications

Experience with a variety of common administrative and web authoring software including, FTP, Telnet, Web editing tools (FrontPage, Dreamweaver, etc.) and MS Office Suite is desirable. Experience in a UNIX/LINUX server environment is desirable. Experience doing reference work in an academic library is desirable.

The temporary Government Information Librarian participates as a member of the Government Publications Library team in the provision of instructional programs and reference and information services. The person in this position will be responsible for reference, instruction, and Web maintenance for the Government Publications Library. The Government Publications Library at the University of Colorado at Boulder is a depository for the State of Colorado, the federal government, the United Nations, and the European Union. The library also has extensive collections of materials from international agencies such as the World Bank, Organisation for Economic Cooperation and Development, and the United Nations Environment Programme. In addition to providing specialized reference and instruction for government information, the person in this position will participate in the Research Desk, a combined service point for all departments housed in Norlin Library. This position reports to the head of the Government Publications Library.
Requirements: Master's degree from an ALA-accredited library school completed or in progress, a commitment to teaching and the librarys instructional role in undergraduate education, demonstrated ability to work in a team environment, strong interpersonal skills, and effective oral and written communication skills.
Desirable Qualifications: Experience or coursework with government information, proficiency with html coding or Dreamweaver, proficiency with Office 2007, and the ability to load/troubleshoot software applications. Experience with Web 2.0 applications such as blogs, wikis, and IM.
